Symptom
Not having the ability to disable or enable ECM on the box for WxC
Conditions
May affect faxing capabilities and interoperability if we don't have the option available
Workaround
Manually configure it on the box, however config gets overwritten so in order to prevent that, wxc-dm-url needs to be removed
Further Problem Description
We need to support the command 'fax-relay ecm disable' being pushed from WxC Cloud in order to disable or enable ECM for T38.
We currently support disabling and enabling ECM in all other endpoints supported by WxC.
Did testing manually adding the command in the box while integrated to WxC and was able to successfully send large faxes.

4 tests performed sending 40 pages (heavy testing pages equivalent to 160 normal pages) from 4698980458 to 4698578718 and all pages were received in all tests with no issue
