Interface Group Support in SYSLOG FTP Server

Conditions

1. Support Interface group in FTP server config 2. Allow user VRF interface 3. Only one interface per device should be allowed (includes global/user VRF) CLI to be supported - logging ftp-server [] * interface is optional and it can now be part of any User-VRF or Global-VRF. Per System, we continue to restrict only one FTP server to be configured.
