Symptom
Back-up VTI tunnel doesn't come up.
In the configuration there is no tunnel-group config present for back-ip VTI tunnel.
Conditions
Hub & spoke topology dVTI on one end with multiple sVTI peers with backup VTIs, the back up tunnel doesn't come up when the primary one goes down. All FTDs managed by the same FMC.
If all the spokes have backup then Hub configuration contains all the required tunnel-group. But if one of the spoke, say spoke2 has just the primary VTI and no backup VTI, then on the hub the tunnel-groups for spoke-1 backup VTI is also not generated on the Hub.
Workaround
When all the spokes have backups, then this issue will not happen.
