Symptom
FMC can remove the SXP bindings on FTD, when ISE reports error during SXP bulk download.
Conditions
FMC can treat it as zero SXP bindings received from ISE, when
1) FMC re-establishes connection with ISE pxGrid node, and when,
2) FMC receives a 500 ERROR from ISE MNT node, during connection reestablishment. The 500 error can happen when SXP PSN node cannot communicate with MNT node.
