Symptom
Whenever the interface (physical/tunnel) is brought down - bfd peer is not present in the bfd neighbor status.
Though the physical links are up and brought down the bgp neighbor- bfd peer is not present in the bfd neighbor status.
BFD penalty is assigned once to the neighbor then it’s gone
