Symptom
openconfig-components:transceiver/physical-channels streams dummy data for Optics even after the Optics is removed from the LC.
Conditions
1. NCS1004 with Line card and QSFP28 LR4 Optics inserted
2. Enable ON_CHANGE and SAMPLE GNMI subscription for openconfig-components:transceiver/physical-channels for PM monitoring
3. Remove the Optics

Further Problem Description
When Optics is removed from the LC, expectation is that Delete notification is sent for Transceiver - each physical lane and No more data for the removed optics in the openconfig-components:transceiver/physical-channels. But currently delete notification is sent for a wrong component (optics_0_0_0_n instead of 0/0-optics0/0/0/n) and Dummy value is sent for 0/0-optics0/0/0/n as part of SAMPLE subscription for the removed optics
