Symptom
After breaking the FMC HA, there is no LSP installed on the secondary FMC. Package exists on that FMC but it cannot to be reinstalled neither via GUI nor CLI.
Conditions
1. Break the HA
2. Primary FMC contains LSP but Secondary doesn't:

The update failed!
Workaround
Upload and install a newer version of LSP using GUI.
