Symptom
The device cannot save the configuration after replacing 48 interface type fex with 32 interface type fex，will eject error as below:
%SYSMGR-3-CFGWRITE_SRVFAILED: Service "event_manager" failed to store its configuration (error-id 0x4370002C).
%SYSMGR-2-CFGWRITE_ABORTED: Configuration copy aborted.
%SYSMGR-3-CFGWRITE_FAILED: Configuration copy failed (error-id 0x401E0000).
Conditions
step：
1/online 48 interface fex
2/power-down N9K and remove 48 interface fex
3/power-up N9K and online 32 interface fex
