Symptom
Stats DB is not coming up after upgrade to 20.11, 20.12
Conditions
If the vManage was created originally on a version lesser than 20.3.1 and is in the the path to upgrade to a version 20.11 or above.
Workaround
Options (either of them):
1) Step upgrade from pre-20.9.5.2 -> 20.9.5.2 -> version 20.11 or above
a) re-indexing doesn't trigger for 2 hours after the upgrade. You can monitor progress with "request nms statistics-db diagnostics"
2) Contact TAC for mitigation
