Symptom
The port shaper is not working on Satellite Links. The same config works normally on the physical interface.
Conditions
The customer has an egress port shaper config applied on ASR9903 connected to ASR9000v-V2 and the connection between ASR9003 and ASR9000v-V2 is ICL Bundle.
