Symptom

Installing APSP causes AP to reboot twice and AP comes back with the old version.

Conditions

17.3.6 base image, APSP for this version. Issue is seen only on EWC 9117.

Workaround

Install commit should be within the window of 30 seconds when "show ap upgrade" shows upgrade has been completed: EWC#show ap upgrade AP upgrade is complete ... EWC#install commit
