Symptom
This ddts fixes three problems:
1. ISIS is sending an incorrect ASLA TE metric to BGP-LS. It should use the value from the legacy TE metric subTLV (tlv code 18) but is sending 4294967295 instead.
2. Handling receiving ASLA sub-TLVs with no sub-sub-TLVs and the L-flag set.
3. Provide the maximum link delay to BGP-LS in addition to minimum delay.
Conditions
ISIS configured with "distribute link-state".
