Further Problem Description
Since QSFP-40G-SR4 is incorrectly detected as 'QSFP TYPE 100G ELB CR' ELB. NPU and the rest of the system thinks the module is 100G copper, so the serdes/speed would be configured wrongly to 4x25G by npu/fia driver.
