Symptom
NCS540 device hasn't accepted NETCONF instructions in regard to encapsulation changes.
Conditions
1) A new do1q encapsulation configuration via CLI mode works well.
2) A new dot1ad encapsulation configuration via CLI mode works well.
3) The encapsulation changes from do1q to dot1ad or vice versa vial CLI works well.
4) A new do1q encapsulation configuration via NETCONF works well.
5) A new dot1ad encapsulation configuration via NETCONF works well.
6) The encapsulation changes from do1q to dot1ad or vice versa vial NETCONG does not work.
Workaround
To configure only via CLI.
