Symptom
VRRP v6 not working as intended as priority change not taking effect.
## 3. Detailed description of the fix
Since LPTS will hit only for recycle packets, removed fwd_dest as a qual to IPv6 vrrp packets alone. So that these packets will hit vrrp v6 lpts entry and then punted to RP.
