Symptom
the arp entry will be deleted:

lags VRF Name
x.x.x.x 00:00:04 INCOMPLETE Vlan2 -
but the N3K will still send unicast arp request for x.x.x.x

Conditions
7.x and 9.x saw the problem
Workaround
clear ip arp x.x.x.x force-delete will make it send broadcast arp
