Symptom
--After power-cycle/reload, it takes approximately 15-30 minutes for the modules to link-up after "%SPA_OIR-6-ONLINECARD: SPA (C9500-32C) online in subslot 1/0" is printed on the console.
--After OIRs, the modules FAIL to link-up.
