Symptom
Continuous delete and recreate of controllers seen after LC reload
Conditions
L3 sub-interface without encapsulation is configured on LC which is reloaded
Further Problem Description
The issue is specific for L3 sub interface configured without encap. In such case
Main interface MAC is not copied to sub-interface details before h/w programming.
Recovery steps
Remove the interface config without encap or add encap config to the interface
Reload the impacted LC.
