Symptom
On a Nexus 9000 switch when you have Fabric Extender (FEX) attached you are limited to a maximum of 75 vlans allowed per port as documented in the scalability guide here:

This should be monitored by default by the ICAM feature to alert when you get close to the scale limits. Exceeding 75 vlans per port can result in undesired behavior.
