Symptom
FPR1150 upgrade to 9.16.4.9 from 9.16.2.3 fails with the following error messages
The system is currently installed with security software package 9.16.2.3, which has:

Conditions
this maybe applicable if the current version is older than 9.16.3.19
Workaround
first upgrade to 9.16.3.19
and then upgrade to 9.16.4.9
