Symptom
R29 2.38.x FW has full GCF cert but not PTCRB for North America.
EM74xx Modems on earlier releases are subject to crash and lock up.
Further Problem Description
Modems need to be set to BOOT & HOLD to allow endpoint access to the modem to extract the dump when crashed.
