Symptom
After upgrade from 7.2.2 to 7.3.2, some ports using QSFP-4X10G-LR-S optics on NC55-MOD-A-SE-S Linecards remain down.
Fia_driver process reports the below log continually for these ports on the affected LC.

Issue does not happen when same optics are inserted on NC55-36X100G-A-SE Linercard.
Conditions
Upgrade to 7.3.2.
This problem has been observed on optics QSFP-4X10G-LR-S from vendor "CISCO-FO" and vendor "CISCO-Skylane".
Issue was not replicated on LAB when using "CISCO-INNOLIGHT" optics and "CISCO-CISCO" optics.
