Symptom
Unexpected reload of 9500 in SVL.
An IOSD and IOMD crashes were generated on the first event that this issue was reported.
iomd process is held down, while the NIF counters are being updated during a timer process, IOMD is not able to send an IPC message resulting in timeout.
Conditions
Tracelogs from the switch that did reload shows the next logs
{iomd_x-0}{x}: [infra] [xxxx]: UUID: 0, ra: 0, TID: 0 (ERR): IOMD_IPC: message send failed: 11
{iomd_x-0}{x}: [infra] [xxxx]: UUID: 0, ra: 0, TID: 0 (FATAL): Crash IOMD as we are not able to send a msg.

Further Problem Description
There is a related bug that has the same conditions of iomd crash due to a memory leak causing to not send the IPC message
CSCvz74977 , fixed release can be found on that defect.
