Issue found internally on 734 testing

Symptom

When BE interface with members on all LC is brought down and back up, IPv6 neighborship might take up to 300 seconds (time to clean PROBE entry) to complete. All BE members have carrier-delay up 30000 down 150, which might delay bringup. Conditions

BE interface with members on all different LC. Each BE member has carrier-delay up 30000 down 150

Workaround

None. After 300 seconds pass, IPv6 neighborship is fully established.
