Symptom
ASR920 may duplicate unicast ARP requests inside ASIC, which may lead to ARP storm and high CPU due to ARP input.
debug arp would report multiple times the same ARP packet being received/replied (although a single request arrived)
Conditions
When unicast ARP (Unicast poll) is used
Broadcast ARP is not affected
