When a BPG L3Out is created in ACI and BGP neighborship is established between two BGP peers (TCP connection over port 179), then the peers (border leaf in ACI and external device) will exchange capabilities by sending OPEN messages to each other. Within the OPEN messages, the optional parameters field contains the capabilities of the device. In this case, the BGP graceful restart helper capability is not sent from the border leaf in ACI to the BGP peer, even though it is enabled by default.
