Symptom
Issue - Template push fail due to "CONFD_ERRCODE_INCONSISTENT_VALUE (38)".
post cEdge upgrade from 17.3 to 7.6 image, when a config/template push is initiated, it results in the pushed configuration being rejected/rolled back with the following error:

Conditions
Issue is observed on cEdge devices which have UC features enabled with voice translation-rule provisioned.
Post upgrade of these cEdge devices from pre-17.4.1 to 17.4.1 & later images, when a device template push is initiated, the issue is observed
Workaround
1. Remove the entire voice translation-rule configuration and it's mapped association(s) to UC endpoints and re-push the template.
2. The issue will not seen with cEdge devices which have UC features with voice translation-rule configuration on-boarded with 17.4.1 and later images.
