Symptom
DIA Tracker for Cellular interface is Down, however the IP NAT route persists in the Routing Table and DIA traffic is blackholed.

Conditions
- DIA configured with a IP NAT route.
- DIA interface is Cellular, configured with a NAT DIA Tracker.
- Boot up the router without SIM Card in the Cellular interface.
Workaround
- Shutdown the Cellular interface.
