Symptom
We have an ASR1002-HX on controller mode and we are seeing a high QFP usage.
Aug 4 11:23:40.920: %IOSXE_QFP-2-LOAD_EXCEED: Slot: 0, QFP:0, Load 84% exceeds the setting threshold.
You will see high cpu utilization:

You need to have NAT configured in your WAN interface
You need to have TLOC extension and both devices local interfaces should be under the same subnet

cEdge 17.3.2, 17.3.4, 17.3.3
Workaround
Clear ip nat translations will solve the issue temporarily
or
Configure "no allow-service icmp" under the tunnel interface.
Reach out to TAC for the permanent solution.
