Symptom
~50% of outgoing traffic from an pub/sub SDA Transit site is black holed due to traffic being sent to a border node which does not have a viable data plane path to remote rlocs.
The affected border node continues to register published remote prefixes over the wan to the local CP despite not having viable data plane connectivity.
Conditions
Both uplinks from a border node towards the wide area network are down, however local routing via IGP provides a default route.
