Symptom
Customer observed several interface down issue after installing CSCvt77382 SMU on a NCS5500 router having NC55-MOD-A-S card.
The interfaces remain in down state due to low light or link loss.

Operational state: Down (Reason: Link loss or low light, no loopback)
LED state: Yellow On
Conditions
Mod Card with DDTS CSCvt77382 SMU followed by LC reload or router reload can trigger the issue.
Workaround
We can recover the port which is down by calling the below backdoor CLI
attach location
• mv88ec808_dbg_client -F phy-status-dump -i -p
Further Problem Description
show controllers macsec hardware' shows that PHY didn't catch optical power itself, in the previous case 'Link Up' state was TRUE. this would implies that more basic tuning got tailed.
