Symptom
Migration from 16.3.1 to 16.9.6 may encounter a shutdown in the running-config, interface configuration, GigabitEthernet, or TenGigabitEthernet. The port with shutdown in the running-configuration will show interface Gig or TenGig up/up in show ip interface brief. This occurs about 30% of the time.
Conditions
This issue will occur when is configured prior to reload
Workaround
disable parser config cache interface
