Symptom
Reload the both C9407 devices, after boot up, slot 5 with DAD setting in standby device will not come up.
'show module' shows the module status is 'ok', but 'show platform' shows the line card status is inserted (physical).
If remove DAD setting from slot5, issue will occurs anymore.
Conditions
H/W: C9407 VSS with single sup/ single power supply(AC 110v)
S/W: 16.12.5
