Symptom
A stack of switches reload due to configuration mismatch after a NBAR update triggers
Conditions
NBAR update with only 1 switch containing the package, all other switches on the stack or 1 switch on the stack misses the package
Workaround
1. Follow the guide suggestion "NBAR2 Dynamic Hitless Protocol Pack Upgrade" section

2. add the package in all the switches before the upgrade

This is an enhancement bug to prevent a reload if the package is missing from one or many switches
