During multiple reloads, LC might land in SW INACTIVE case due to incorrect aldrin device id.

Conditions
During multiple reloads, LC might land in SW INACTIVE case due to incorrect aldrin device id.
The issue is more observed in newer version of card -Questra/AZ plus/9903 line cards
SW expects specific HW id for aldrin device on each card. If it does not match, it will not let line card boot.
To handle this, SW code was added to match just vendor id/device id and not full hw id
Workaround
reload of card recovers it
