Symptom
Catalyst 9400 LiteOn Power Supply in Standby Slot goes in faulty state

If serial number starts with "LIT" , then its a LiteOn power supply. Other power supplies are not affected by it.

Conditions
Have a PSU inserted in a standby slot in a Cat9400 and wait for a couple of hours.
Workaround
Operate Power supply in combined power budget mode: 'power redundancy-mode combined'
Further Problem Description
This is a software issue not caused by faulty hardware.
This bug is specific to 16.9.x and 16.12.x.
