Symptom
After adding port number to the "aaa server radius dynamic-author" we can see that port 3799 remain closed.
Switch#show run | sec aaa
aaa server radius dynamic-author
port 3799
"show ip ports all" >> port 3799 will not be visible
Conditions
Applies only to 16.6.x and 3850/3650 Platform
Workaround
Reconfiguring the port number makes the port visible in "show ip ports all"
Moving to 16.9.x and 16.12.x we did not see any issue.

This affect COA functionality when the port number not seen
