PFRv3 periodically moves traffic between paths with reasons "Load Balance" and "Move to higher preferred link", however "Load Balance" move is not per configured policy
1. Running iWAN. 2. Policy for non-performance classes is configured like "path-preference INET1 INET2 fallback INET3 3. INET1 interface is heavily utilized 4. INET2 has poor coverage on branch devices (colour does not exist on majority of branches) 5. INET3 interface has low utilization
Use "path-preference INET1 fallback INET2 next-fallback INET3" policy for non-performance classes
