Symptom
Self-generated ARP request via NIM-ES2-8 dropped after power off/on due to SVIOutputReplication.

State : DROP 393 (SVIOutputReplication)
The following commands also sometimes cause this problem.
- reload
- hw-module subslot x/y reload
Workaround
chassis reload recover the problem
The followings did not recover the problem.
- generate ARP packets again by ping command.
- Remove/Insert cable from interface
- Remove/Insert NIM-ES2
- NIM-ES2 reload by "hw-module subslot x/y reload"
