Symptom

WLC1 and WLC2 of HA pair are both down and RMI are not reachable

Conditions

Seen when WLC1 uplink is down and WLC2 is new active then force a switchover back to WLC1

Workaround

Avoid doing force switchover if standby WLC has uplink ports down
