Symptom
At the moment of using CWMP this message appears:
CWMP ERROR: cwmp_start_download -> Unable to allocate download vty
Conditions
Fail several times to apply a configuration while using CWMP.
Workaround
Reload of the device, since the VTYs cannot be cleared by clearing the lines.
