Symptom
When the VM is moved using vMotion, there's a traffic interruption to it that lasts from several seconds to several minutes (up to Local Endpoint Retention interval, which is 15 minutes by default, depending on where the traffic is coming from and the BD Unknown Unicast setting).
Conditions
Happens when BD is associated with FHS (First Hop Security) policy that has the IP Inspection enabled ("default" FHS policy, for example).
Workaround
Disassociate the FHS policy from the BD, or change the policy to the one that has the IP Inspection disabled.
Further Problem Description
This happens because the RARP packets from the destination hypervisor are punted to the CPU of the destination Leaf with the Sup code "ISTACK_SUP_CODE_FHS_ARP_T", where the ARP process is unable to parse it, so the EPM/EPMC/HAL (thus, COOP as well) of the Leaf is never notified of the learn.
