Symptom
In the 9800 WLC, if a client associates to a flexconnect local switching WLAN mobility messages will not be sent among WLC peers. Having APs on different WLCs with flexconnect local switching WLAN will cause duplicate client entries among WLCs in the same mobility domain.
Conditions
This will happen if 2 APs or more in the same floor or site are connected to different WLCs and clients roams between them WLAN is a Flexconnect local switching.
Workaround
Avoid having APs on different WLCs

Inter-WLC roaming with Flexconnect local switching WLANs is not supported
