Introduce rpm query wrapper for custom metadata currently available in arbitrary tag support of rpm5.
Symptom
Upgrade would fail from rpm5 packaged releases to WRL10 migrated release.
Conditions
During upgrade from rpm5 packaged rpms to rpm4 packaged rpms as part of WRL10 migration, the new packages will not have the custom metadata in arbitrary tags. They will be grouped into the GROUP standard tag.
Further Problem Description
Without a bridge SMU support, it wont be possible to upgrade from current eXR releases where packages are packaged via rpm5 to a WRL10 migrated release which will not support arbitrary tags due to deprecation of rpm5 and introduction of rpm4.
