Symptom
FPDs may not upgrade after a card is installed or the router is upgraded.
show hw-module fpd may display "RLOAD REQ"
Conditions
running eXR and one of below could be configured
fpd auto-reload enable
fpd auto-upgrade enable
Workaround
Recovery:
upgrade hw-module location 0/x reload
