Symptom
Flow monitor configuration is missing under an interface after reload (even though present in the startup-config)
No error messages seen.
Conditions
1. Flow monitor is configured on PHY interface or a PHY sub-interface.
2. At least one sub-interface is configured under the physical interface with encapsulation command (may be the only command).
3. Reload the device (or subslot having the interface).
Workaround
Manually put the missing configuration back (EEM could be used).
Further Problem Description
The issue is not seen on 16.9.4
