If certain stream/packets is getting dropped in the IGR. IGR_MISC_FATAL_ERROR accounts for all issue such as "L1 errors on the link/Phy", "corrupted frames" , "malformed l2 packet headers" , and also parity errors due to random memory bit flips. Parity errors due to random memory bit flips. it is highly unlikely to happen repeatedly on the same box, and a reload should fix it. In the event these occur again shortly after a reload, these instead are hard parity errors. Reload should be consider for the Single Event Upset
