Symptom
If certain stream/packets is getting dropped in the IGR. IGR_MISC_FATAL_ERROR accounts for all issue such as "L1 errors on the link/Phy", "corrupted frames" , "malformed l2 packet headers" , and also parity errors due to random memory bit flips.

Conditions
Parity errors due to random memory bit flips. it is highly unlikely to happen repeatedly on the same box, and a reload should fix it. In the event these occur again shortly after a reload, these instead are hard parity errors.
Reload should be consider for the Single Event Upset
Workaround
Reload the box to reset the values
