Symptom

After performing the release upgrade from 16.6.7 ES1D image to 16.12 throttle image cat3k_caa-universalk9.BLD_V1612_THROTTLE_LATEST_20200109_163340_V16_12_1_39_2.SSA.bin we see the below message is getting flooded on console for every 10 minutes or so. This issue was seen while performing upgrade from ES image to throttle image.
