Symptom
During day-0 device boot up without a startup configuration the auto install feature automatically attempts to acquire a DHCP IP on available L3 interfaces, during this time the .DHCP option 61 (client identifier) is expected to alternate between MAC-ADDR and Serial-Number-of-device
In some of the releases such as 16.12.2 this mechanism is broken and only one client-id is attempted always (either MAC or SN)
Conditions
Day-0 bootup of device without startup-configuration
Workaround
This issue doesn't pose any problem if DHCP allocation is not dependent on any specific DHCP-client-id's
