cedge stuck in "Sync Pending - Control connection UP after ZTP" on vmanage
Conditions
when we try to bring up ASR1k for first time on vmanage using ZTP

Workaround
- pushing template second time always work.
- User can check and fix the ZTP setting to make it work.
Further Problem Description
Software enforcement(ZTP) check failure causing the issue, ZTP fails due the expected version stale data in DB. User can check the ZTP settings and fix it manually as a workaround.
